A short frenulum is when the frenulum of the penis is so short that it restricts the movement that the foreskin can make and do not allow the foreskin to retract smoothly causing discomfort during sexual intercouse. 

Surgical treatments is the only real solution and the surgical techniques that may be used for treatment is the resection of the frenulum (frenuloplasty) that can be performed under local or general anaesthesia
